Ok Making a runescape private server is fairly simple actually...
Step 1: First you are going to need a source... I prefer a blank one that's just my opinion because I actually had experience
making a source for it... My source isn't done and when it is I probably most likely won't release it... =P
Here are download links where you could get all sorts of sources... (This tutorial focus on 317 RuneScape I know the forum in the link
below has some 503 and 508 servers and stuff)
YOU HAVE TO HAVE A VERSION OF JDK
The moparscape (Runescape Private Server) download section:

Sources Reccomended by me:
Richscape:

DeltaScape: <--- I don't like it so much because it is coded differently

Blank Silab Source: Reccomended Highly if you are making a server from scratch (what I used)

I didn't really give you ton of options but those are popular sources (not the blank one) if you need more just
search the moparscape site and there's tons

With RuneScape Private servers it's confusing... There's all the different versions and it's annoying but one you will
focus on is Moparscape and Silab type private servers... Silab is highly reccomended because it has all the newer items
(not new RS stuff)

Now you will need a client to run it on..
Moparscape Client:

Silab's Client: Just use this one...

Make your own: <--- HIGHLY RECCOMENDED IF DO THIS THEN YOU CAN ADD CUSTOM ITEMS
MAKE A WEB CLIENT:

MAKE A NORMAL CLIENT: couldn't find the really good one i used so i give you this one

Ok now that you have a client... you will go to your server file and right click runserver
now click edit and look at the path of it.. Change the path to your jdk file java/jdkVERSION/bin/java.exe
Then do the same with your compile file...
Now run them make sure they work... If they close click then open them in notepad again (edit) then at the end
put PAUSE
If they still don't work then post below and I will tell you how to put enviroment variables to make them work..
YOUR DONE YOU DID IT (I may upgrade this guide if I see something I left out)
Now if you got a blank source and you want commands I will show you on my guide on understanding and making commands
(the guide isn't all the commands but the mainly used ones)
My Guide on commands:

There now your done TELL ME IF YOU GOT PROBLEMS
Thanks, =)
