For emulators it is not a one-man-show. There are teams of open source developers working together to build and enhance them. These 3 guys doing quests, those guys handling npcs, a couple guys there doing the ai, and random contributions from others. While for one person, creating an emulator may take years, for a team of smart people working together that time cuts down by huge amounts.
The first Aion emulators came out when Aion hit version 2. Now at version 4.5 they have pretty much every feature found in the retail game, and far more. The customizing you can do when you get when you have 100% control over what goes on in the server and debugging with a source level debugger is amazing. The Rohan world has nothing at all to compare to this.
