I don't know if this is a design call or a bug, but blinded mobs cannot be attacked, or even chipped.
Also, [??] mobs can be stunned/knocked-back/blinded, is this deliberate?

Not deliberate, this issue I believe is even present in Arcadia Repack 1.2, I haven't honestly had time to look into the Blind issue but I've been aware of it.
As for bosses if it isn't broken don't fix it right? I have fought all dungeon bosses and the ability to stun/knock them back isn't really that helpful. The blind thing could actually give healers a much needed window to restore the tank.

I installed the 1.2 Arcadia repack, and the issue wasn't there. I don't mind the blinding per se, but it does cut into the DPS not being able to attack a blinded mob, since on a Soldier, the Blind is a very powerful attack, and on a Unicorn, it's the only attack, and having to ignore it really sucks. Overall though, I'm liking what you all did with the server, even if the buffs are a little too much 
I'll look into the issues later, see if I can find a solution.
Eh... Decided to look into the NPC issue really quick before I leave. Turns out I don't pay much attention to what I do... I restored an earlier backup from your file. It's all working, so don't mind me.
Just one thing, can you point me into the general direction of where I'd have to poke to figure out the Blind thing? See if I can do something to fix it.

Hmn they must've fixed it recently as my Arcadia uses their Arcadia as a base. I will also reference their latest Arcadia and see if I can't get it corrected. About the buffs, I knew I forgot to do something. Oh well, guess it will have to wait for v1.03 a-lot of smaller details have to be adjusted out because Redemption is a development server and my testers prefer the higher buffs.
My ultimate goal on the buffs is to reduce them to a point where they are still effective yet can be over ridden by a Healer/Huna/CM-WL of your level.

Ok, I'm gonna poke and prod, see if I can figure out what's wrong.
After a while of poking around blindly, I found the culprit. Thanks, ismoked, for pointing me in the right direction. To anyone interested, just run this query, it should make Blind normal again

Now, if value_3 and value_4 were named something like not_chippable and not_attackable or something like that, I'd have found this a lot sooner, thank you again, nFlavor =.=

I downloaded this and it looks great everything works fine for me so far, except the armor and weapon traders currently they will not open a store. Anyone have this prob or is it just me.

This is a very old repack and my v1.04 is on the horizon and was greatly helped along by NCarbon JW988's 7.1 Client Mods. V1.04 will be released within the week.
