o Database -> SRO_VT_SHARD_INIT -> Progammability -> Stored Procedures -> dbo.AddNewChar

Then, u edit the staring lvl, maximum lvl, etc.

Theese are what I found out myself , PLEASE let me know if you put more info after theese.
