first of all: if you want to make a server with low rates then you must have a low cap like 70-80 ( everthing above fails hard )

2nd: there is already a good server with low rates and low cap + much custom things called CappedSRO ( check it )

But have way more advantage if you EURO/CHN 8/8 party-grind is a really good server. AFK or 2x drops and 2x exp/sp

thats the problem its a request , but i could go in co-operation with some people and create the server its no problem. But im not doing it on my own!

You dont get the idea. The spawn rate of monsters could be changed. But the idea is to keep the exp/sp rates lo~w ca 2x~5x and sp would be 3x~7x.
Also bots will be LEGAL.
