do we need to reinstall n cabal main if our control panel is not appearing?

i did everything that i can..i turned off my AVG, firewall and pop up blocker, but still..it has no effect...

try to open first the cabal main but dont start the game....then log in to ur CR..then when ur in game..and the control panel comes out..close your cabal main..thats it..its like a stupid step..why...
