Strictly, in this context, would relate to "is". Translated to German, you just said: "Ich lebe in Deutschland und die Poilzei existiert hier sehr streng."
While adjectives always relate to nouns, adverbs (adjective + -ly) always relate to verbs.

Thanks for the kind words! :-) Actually, I never had any lessons besides seven boring years of English in school. However, I always had some affinity to languages. I started translating texts for fun, chatting with foreign guys in English and such. Later, I got in touch with Muddy Waters, who is currently Global Mod and somehow Head-Translator here on epvp. He helped me to develop a better feeling for English, and that's all.
As for me, translating is the most effective way to learn a language. You need to look up many words (you will only remember half of them, but it's something :-p), you need to know your grammar and given difficult pieces of text, you need a certain level of creativity (which I actually don't have lol).

Only seven years? *cough* my whole school career has English lessons. Mainly because I'm from England, I wish I could learn German instead. It would be useful around here.
