I agree with him - if you want to make steps into good international server, at first you must have a 1st class design\designer for Presentation, Client and Site Design. But it isn`t anought for server - you need to defence your sites\forums and server from DDoS Attacks\ Broots and Client from Injections. Then, you must buy best host - ~100$ per month. I think, that is 70% of your success
