In the end there is no difference where your server is hosted , it's generally illegal. However, it's pretty hard to get caught by hosting a server on Hamachi, actually you have to be a complete idiot.

Good question actually, i guess you have to contact game developers and try to get a licence for a country which isn't under GF oder other publishers at the moment.
