lol I saw THEORDER (this is Ruairi btw) and some other guy use it. THEORDER even got me to PvP him and Range him (on my Elf) not a single arrow was dodged lol fail Evade.

It is because you have to do the quest also for it to work. None have done the quest yet. People have it though.

evade skill is given freely upon talking about skills (novice). in order to get rank f, you have to kill goblin archers and ice sprite in a quest.
