Got it to work Its actually quite simple once i realized my mistakes.

Install and config the loopback adapter with the IP 192.168.1.12. Don't edit this IP, if your wondering what it's for, it is an IP to go back and create the, "loop."

Now edit your host with what he put in his host file.

Edit L2.ini, change the ServerAddr to 127.0.0.1

Edit tcptunnel's IP to your servers original IP

launch the tcptunnel, launch walker, run l2.

..i got a problem..also..i cant zoom out..any thing i should change..? when im using the old system folder i can zoom out..but once i use the new system folder it wont..and yes the verify option is already "ok" and the walker is working..its just that it wont zoom out..i've also copied/pasted the .Dat file on the old system folder and put it in the new one..any suggestions..thanks XD

I ran the L2 walker and when i press home it opens ingame, but it doesnt attack or do anything.. help ?

The other thread is kind of messy and says for Gracia Final. So here is what I have posted and confirmed working on retail for my users. In another thread for the in-game walker work around concerning L2WBypass, a user posted OOG stopped working at the same time as in-game. I'm surprised if L2WBypass ever worked for OOG, because it was not intended to and had not when I tested it on multiple occasions.
