It's usually done with cracked accounts, they tell you it's safe but in reality if the cracked account's owner recovers the account and creates a ticket complaining how someone stole his RP/sent it to someone without their permission, Riot will then usually reverse the sent RP and also ban the receiver's account, most bans are permanent but a few people reported to get their RP reverted and receive a few months worth of ban.
