In order you to join the RAF system the account must have summoner name and must be lvl3 (last time I remember).

So you need to play a little bit with the acc before you can do refs for it

I sell lvl20 accs with refs for gifting so I know what is necessary to do I guess.

Regarding this service I think he will not sell anymore refs on this forum with this reputation/start lol.

Also guess his paypal account will be frozen must likely with all the disputes.

that sucks, one thing that ref buyers don't like it's sellers to fail with their "dates" and se no activity/work.

no, you need a summoner name yes, but lvl1 is fine

everyone should give him a -1 as long as they dont receive their refs, coz after a month you cant change your rating anymore, and even if you get them afterwards, you can still get the -1 removed later on.

Seriously? Look at this "Terms of Service". He basically threatens you. This is what you get people for trying to be cheap. 100 refs for 10 Euro, I'm surprised so many of you fell for it. Doesn't it sound too cheap to be true?
