buying a basically forbidden service for an online currency? no, unless the seller doesnt answer to the dispute at all, you wont see your money ever again.

why would that service be "forbidden"? its totally legal.. just not in line with riot's TOS

yes you can open a dispute, but you wont have success with it, coz they dont provide help with purchasing digital currencies or services that provide these.
