He Has Done some "Test" Refererrals for me, he was very Quick, I Gave send him the Request today 12 AM they were done 6 PM

Things like 500 and 1000 referals.. I think RIOT checks if you actually got the referals legit.
If not they will not give you the reward.
Same with 150 or 250 I think and possibly 5000, as they are more aware of this botting referal thing.
