whats a good number of refs to not be suspicious?

i got banned after some 5lvl refs, even after i stopped playing lol i came back and banned ref system

0 without proxy
any amount with proxy.

make 2 refs without proxy and you are banned from ref sistem. i made 250 refs with proxy in one day and nobody cares

A friend of mine got banned even though he had 500 Proxies for 500 refs.
