There is a way to get the chinese server icons on all servers
This guy is selling them for $5 a pop.
proof:
I dont know how its done but I would like to find out, if you guys have any idea's please drop them, i'd presume its changing something in the config.

Interesting, so i checked some websites but could not find any information about doing this...
There are some good ideas, but since you can change the icon only in client, they all are not working.
I recommend not buying this, riot will fix this or this will be public in any time.
My question is, can you change the Icon afterwards to another and then back?

I know that you can change your summoner icon to everything you want and it will stay like that even if you don't own them, that's what he is probably doing. And yes, they are also visible to other people.

It's a public method by Riot themself, you just need to learn how to use the Client API (LCU)
Yes, I'm able to do this aswell.
