It does transfer over but your placement in the ladder will change (which does not matter). You get to keep all your previous rewards and this answered in the support FAQ.
Regarding hardest regions im pretty sure its Kor>China>TA>EU West>NA>Eu Nord> Brazil
And I play on NA. Thats just how it is its proven by results in competitions and the "pro players" elo
