Simple, it heals you to 100% whenever your HP drops below its max value.
*Note: I recommend that you spawn the enhancement successful windows and move them to the side. Otherwise they will keep opening and will block your view.

It is currently confirmed working on these servers.
The packet opcode is 0x1B so it's not a buff it is a skill hence why is can be used anywhere. The hack is extremely simple this is the packet that gets sent to trigger the skill.

I think he's referring to the server itself, not all servers in general.
It would still be abusable in arena tho. It's kind of a terrible idea to have a NPC that gives such a reward this frequent. A better fix would be to limit how often it can be used. If there is for example a 1 minute timer in place then you couldn't spam it, thus it wouldn't be beneficial really in any way.

Yes, it is the "buff" from the middle level supporter. Some servers removed the level restriction and made it heal the player instantly instead. I can confirm it's working on Genesis also.

For this it all depends if u have a External database or just using the normal database. If u have a External Database open it and search for the same thing in ur normal database if u dont have an External one.
