Check your antivirus/firewall. :O
1. Open your antivirus
2. Go to options and close everything of the antivirus.
3. Close antivirus fully
4. Extract Kiki UCE again to desktop or something :P
5. Now try to open engine.
(Still got problems?)
Try to close your firewall and try again.
Reason why you have to close antivirus like i said above. :
Some anti-virus programs are still running at the background, even when you closed them normaly (like AVG). I got avg and it blocked some files of kiki uce when i extracted it. So i went in options and closed Resident Shield and closed avg. When i extracted and opend engine.exe, i had no problems ^^.

PS : I think after extract you can put antivirus back on and firewall too :P
