Very low. If you are not obvious, you won't get banned. In PvE people don't care but in PvP and WvW, you need to be very careful.

There are several tools to improve your gold farm, even if I don't know the exactly ratio.

I only use it on my second account and if I decide to dedicate 2 hours exclusively to farm gold, I usually can made ~25 gold, but I'm not using it at maximum of his potentiality, 'cause I also go for AP and my second account hasn't all the bonus or boon that would improve the gold earning.

It's worth, if this is your question.
