Like I said it depends on the Inspectors, if they say don't released it.

Q: Is the upgrade rate for a fire necklace (Ronan) that BAD? I got my Rose and Love in like 100 gems each. Fire has consumed me 2k gems already, and is still at +7.

Well I think some have REALLY bad luck, like Richy's Dio, he can't even pass+8 and it's a fire neck for crying out loud.

The GCI ( Some of them ) knows it but they are still thinking if they are going to release/share to the community or not
