Scroll of Holy Cooldown

Where can I find the file to make a cooldown for holy scroll? In spec.item it is not working. I do not know where to find.

It's not in Source xD
Source = Effect from the Scroll but not the cooldown.
You change gall Item-Times / Cooldown-Times in RESOURCE > SpecItem.txt / propItem.txt

The source controls which IK3 items have a cooldown. You can change the resource only but then you have to change the Scroll of Holy to a IK3_PILL. So yes you can either modify the source or resource, or both. So yes it is.

The one and ONLY thing where i agree with you is, that in the Source are entrys for the IK1/IK2/IK3 but if you got enough brain you know that you can create a new IK in Minutes... nice that you got IK3, i got IK4 and IK5 too

Your specItem entry is fine, just missing an unbelieveable horseriding snippet.
CooltimeMgr.cpp
CCooltimeMgr::GetGroup

		case IK2_SYSTEM:

				dwCooltimeItemGroup = 4; //4 = Its own cooldown group
			break;

You might also use dwCooltimeItemGroup = 1; if you want the scroll on the same group as food.
