Changing cooldown in winhex doesn't work at dekaron eg, I'm sorry.
Other way I know is by cheatengine but haven't tried to find the adress yet :P.

Why do you post these same request threads every time a new server gets online. It's the same f8cking **** for all servers. Use the **** brain. If you know how to make hacks for one server it's the same for all of them. And yes, there are tutorials. There's a f8cking lot of tutorials...
