I saw some people have havoc, and others not?! and i can't get it from shop!!! wtf is that.

No, For use drone design ( hercules 5% more shield, Havoc 5% more damage) you need a premium account.

And then if yo ubuy premium you'll just loose your money because then next month when you dont have much players or get hackets you just reset / close.
