In my opinion, it depends in what you're going to use it for.
Goliath for hunting. Citadel for pally collecting.
Goliath usually dominates most things you want.
It all goes into 'opinion-based'

It really isn't all that slow, it's only 10 speed lower then then goli. It's a good pally collecting ship because it has ALOT of cargo space, so you can collect more pally at a time and not make so many trips to the pirate base.
citadel is good for group hunting , like when you have aegis and maybe a goli with you but alone in hunting i dont think its good and for npc goli is better because hits harder.

Well, the pally are pretty close together, so you will still collect them pretty fast. Not 'as' many people botting them, so you get more. It's just more 'tanky' it personally stays alive longer because of it's health and how much shield it can have. Also, it has a bigger cargo.
But, this is just my opinion, others may think differently.
Tbh you can hunt with a citadel with lf3 ive done it and do it many times
Its all down to how you config your ship, A citadel wont die ive fought 3 fe golis and poped 2 and still got away think also all of these where using x3 its just using the ship to how you would like to use it and it may only have 5 laser slots but its the damage you do over a period of time that counts in the fight.

But This Not Say That You Cant Play
With Another Ship The Only Thing That Matter Is the Skills

i only got to enjoy like 3 days of citadel because openstealth went offline for few weeks and now profibot is selling them
