No NPCs Working, No Monsters , No Jobs ... Help pls?

Ummm... it's a BASE source. You have to code monsters yourself.

Npcs are very basic and need more added to them.

Jobs you mean promotions? That's based on npcs. The packet is correct to send the job. Personally for me it was not sending the packet right but if you hard code a value it does work (so the packet structure is right, you just need to fix what value is being put into it)
