As I've had a private server for almost two years now, I've pretty much sorted out the rates.
The thing is, the creator of the server does pretty much want low rates, and so does pretty much everyone else here.
But the thing you will find out after awhile is that what the e*pvp community says doesnt really matter that much, it is'nt where you will get your players from, well of course some, but when your numbers of players grows it turns out to be quite few.
So my point is, high rates are good, your players will be mostly people playing conquer also, whom will want easyer leveling, higher rates.
