I downloaded the v4 put it in the folder but the time has co log says that the server maintence or congested network
What do I have to change or fix?

That means the ip/port you are connecting to is not accepting your connection request (IE: it doesn't exist/isn't running)

Works correctly if you get a message that it can't run conquer.exe then u need to execute it as administrator (specially coz win7 is ghey).
