It's also wise (for you noobs) to use Peace if you want to loot items or money while someone is hunting so that you don't lock on the monsters blocking the way.

Nah, it's always been this way. People just don't spend the time experimenting with the game to actually learn things on their own especially with something (like this) that's been around forever.

Very often, You will get people trying to Block a shop, either to stop others getting an item they want, or to simply boycott someones trader.
How to bypass Shop Blocks/Boycotts:
1. You must turn on Peace mode before doing anything. without Peace mode on, You will not be able to do step 2 easily.
2. Simply Press TAB key, And all the characters on your screen except your own, will become completely...

well , the peace mode way isn't working any more for me so this is onther way
when u find a blocked shop get out from the market and enter agian and u will set normally :D
