Sounds like you don't have the required frameworks installed...
Try finding and installing:
.NET Framework 1.0
.NET Framework 2.0
.NET Framework 3.5 (overall update)
SunJava/Mirosystems Java framework
That should solve your problem I beleive

What order are you typing the command in? Usually hunting first, then looting sets it up ok (just turn off refresh!!) also, open up the CID interface and select your character on the left, go into the 'Bot' tab and make sure that the boxes 'All' and 'Special' are ticked
