i haven't used win8 since the first beta but it should be something like: right click your exe > properties > compatibility > check the "run this program in compatibility for" > choose win7 > apply and ok

Suspend CabalEngine's process and then start up Cheat Engine. Edit your values, do your thing, w/e. when you need CabalEngine again, just close CE and resume the process.
