try instal or reinstal : net framework 3.0;3.5;4.0;Visual studio 2010 or 2008.I was getting the same eror btw now for me it`s working only the login server... LOL....

What windows you got?...i test my server on Windows XP Pro Performance[i have instaled net framework 3.5;4.0.
In the old serverfiles delete ini and Replace with Celestia update . Change database pw/user/sid. Btw i can hellp you if you want in TeamViewer... i send you my messenger id...and i hellp you but not now..i have some problems in my real life...[tonight i will hellp you;stay online on yahoo messenger]
