If you were playing legit and got HWID banned on your first ban (started instantly getting banned on new accounts without even playing ranked) then that means you lost the lottery and somehow got manual banned by Respawn security team (who fails to ban actual cheaters for multiple seasons)
In the off chance that you aren't lying about cheating (or even playing with cheaters, which would be even more absurdly low considering how infrequent association bans are unless you're playing with actual hard ragers) then you just got unlucky.
If most spoofers don't work for you, especially tempspoofers like reported, you probably ****** up your SMBIOS trying to spoof manually, and then the repeated bans got even more of your **** flagged/blacklisted. I've seen cases where people use the same tempspoofer fine for months but after enough bans where they forget to change their HWID, almost nothing works anymore, even the spoof they used reliably previously fails to keep them UD.
If you aren't already doing so, fix your SMBIOS, there's scripts for it in some of the spoofer's discord servers, reported for example has them, play on a VPN (I've heard they started looking at IP when banning in certain cases) and either try spoofing again with a temp spoofer that's confirmed working on Apex, or a perm spoofer that works on a higher caliber of anticheat like Valorant/Faceit, JServices offers a pretty decent Valorant compatible spoof and I've used it before for Apex with no problems.
If everything else fails, call your ISP and have your IP changed and just buy/trade in for a new PC
