lolz ive never heard of it but it would make ur comp run slower
and my guess is that ur not running at 35+fps if its that u shouldnt even be able to see the frames indivduly its invisible to the naked eye and
btw the max fps is 40 i think so sry to tell u it wouldnt make a diffrence to most people

It wouldn't. If your net is slow, it'll lag, just because the game displays something, doesn't mean it's how your computer wants to display it :)
