But those are psychological rules that you must have learnt in your childhood.
To explain the lack of that rule in forum's rules you must differentiate community rules from base community rules. One can state "No other language" in base community rules, but doing it in the community rules would be a very bad move, because:
1) They are public to everyone.
=> 2) The reader would find discrimination in it.
=> 3) Bad move, consequences will follow that may affect the community.
Think about warez and hacks.

Indeed, but by just saying it once, in a single thread, you won't come far.
I would advise to sticky a thread for some days, which asks nicely for people to use English/German.
Also, what's the difference between saying it here or in the rules?
People will read it and get intimidated and annoyed by it, the same way if you would've put it in the rules.
Now back to what I said.
It's not nice for you (InvincibleNoOB and theoneofgod) as moderators (which are community leaders), to just ignore what I say and say the opposite.
It's not a way to maintain a community.
Discussions will arise and there would probably be some kind of flame war.
(Examples: OwN147's post, which I will not be responding to)
By the way, why English and German? Okay, this forum (talking about the whole site, not silkroad section), was/is originally German.
But c'mon, who uses German in this section? 1%?
