if his ip was blocked he wouldnt even be able to open the launcher without a error, some one korean got time to translate, or someone with enough time to type it all in google translate would be nice xD

could be saying your account is banned, or someone is logged in your account etc, kts error messages may be different o us versions idk.

I'm pretty sure that is the "Your IP has been used 3 times today.." error message. One of the buttons should open IE if it is, otherwise I'm not sure.
