why the console dont make items:
i write: /makeitem ITEM_EU_TSTAFF_C_RARE 250
Appears in the corner:Cheat Key Success

why the item does not appear?

The guy, who made this video , edited his own media.pk2 . That means , these commands are just visual , and they don't work . Your account security must to be ->Server developer<- [with this security level, you can create items] .
The basic players are "Content users" . Well , you can't change your rank .

You did two huge mistakes

1. There is a max plus of 8 in the gms cmd line
so you have to try:
/makeitem ITEM_EU_TSTAFF_C_RARE 8

2. You even forgot the Degree!
so it should look like this:
/makeitem ITEM_EU_TSTAFF_08_C_RARE 8

I hope u wont ever open a Server and btw -> :rtfm: again!
