Hallo i dont understand why the skillefect is not the same? I have change the efp in the speed scroll all work fine why is`t the same effect on the vip item?

Hey , check RefSkill table and check Basic_group column
SkillEffects.txt it's not using the skill name as a reference, it's using the basic_group text as reference, for example the skills are upgradeable which means in Basic_Code column you may find something like this
_01, _02, _03 and so on, that defines the level of the skill as a text reference to avoid violation of duplicate strings, but the Basic_Group stays the same, that means same skill effect for all the levels of the skill.
Now, in your situation , check what is the basic_group for the vip skill
and try to add new rows in skilleffects.txt, but with the Basic_Group text as reference, also check the GroupID, you may need to create a new group in RefSkillGroup aswell. Hope that helps!
