How to make pvp area inside town?

Not the whole town, only a little area, by using coordinates?

Get the Region ID.

USE SRO_VT_SHARD
update [dbo].[_RefRegion]
set IsBattleField='1' where wRegionID='Region ID here'

If I recall correctly this is it, if not somebody could post a better way here.

Yes but it turns the whole region in pvp area, i want just a little piece of town to be unsafe.

If you look at the Samarkand area, it is divided by 3 or 4 pieces, defined by Region ID.
You cannot divide the RegionID to make some parts safe/unsafe.

Maybe I am wrong, take a look inside the _RefRegion table.

Yes it seems, i wanted to make that little jangan red ring to be a exclusive pvp event area, its 25001 but it encompasses more than it.
