No, there isn't any. Good developers have given up on doing private servers due to the ungrateful and cancerous community.

If you are unsure which server may be the best for your "requirements",
just test them and stay/leave after test.

I know there are several unlisted servers (especially arabic ones),
but I won't list them in collection thread without backlink to epvp...for unlisted cases just search in Rappelz Facebook-Groups.


Edit:
Added also "Rappelz Professionals" to serverlist, since I saw they have a backlink there (even without advertising here).
It's also AR, so maybe it fits to what you're looking for.
