the plugin included with REVOLUTION TOOLS is FULL WORKING with (3Ds MAX 2009 x32bit) :
1- put (Max2009Plugin_Rappelz.dle) in (stdplugs)
2- put (rapnx3.tml) in (plugins)
3- then make the model you want
4- and click EXPORT
5- choose the extension (RPE)
6- choose configs you want :

7-END :)

No , think about it from their eyes, they create designs from ZERO so they don't have to import the nx3 while they already have an open file ( .max for ex ), and it explains too why they do have just an RDB generator and not RDB saver

Actually I had not seen the thing from this angle .. I tried to export an nx3 file containing an animation in DAE, then edit animation under 3dsmax but the animation disappears when exporting blender no matter the export format, do you have any idea how to do it?

once you open the nx3 in blender there will be no more animation, try to make an object in 3ds max and add an animation to it, then export it to nx3 and naf and try it.

I tried the exporter yesterday, and that's what I have made after (1/4 hour) of working :
