cacheserver.exe crash

I download this file [Only registered and activated users can see links. Click Here To Register...]
when im trying to run cacheserver.exe he just crash. Why?

The order seems to be wrong.

Start the servers in the following order:
  1. AccountServer
  2. Certifier
  3. DatabaseServer
  4. CoreServer
  5. LoginServer
  6. CacheServer
  7. WorldServer

It work, now im trying to Enter the game.
but neuz is not responding at all. I've change the ip with Resource Hacker and still.
Also i did try another neuz.exe but It loads a white screen and then it crash.
