As for start Id agree with some players above saying that it would be better to cap it at 90 at the moment then expand cap little by little.
Maybe change skills only for classes like tk or elementalist (lets say you learn shield schop lvl 1 at 32, lvl 2 and 50, lvl 3 at 80 and so on, or for ele lets say thunder and stone pillar at 38, 60..you get the point), as on original they arent playable comparing to any other class. If you increase cap slower, step by step, it would also make ppl farm 85 sets, then lets say 105-107, then 125 one etc. That also brings the market up.
Maybe disable some things at start like healer 155 set option from pastor (decay), silence xbow, NS 100% heal at 140? This will come up at some point anyway.
About upgrade, 60% success without breaking or with a change to break it?
If leveling is slow, then it maybe wouldnt be bad to give players chance to complete the iris book?
To avoid new players being plvled you can also level restrict certain maps.
Maybe, besides MC make accs from raid bosses (ToK, RoD, SoS and so on) with some improved stats, so they are little better than normal 93x2 for example but still weaker than 93x3 or 93x2 with 56x2 eva?
All in all there are a lot of ideas but ppl are too mainstream these days xD

I agree with TK and Ele , Combo as solo Dungeon, and with Iris book, even tough im pretty sure you will be able to complete it anyways if you really wanted to.
All those other things are just not worth it.
One thing i would like is that the Combo Acc's won't have cooldown reduction on them. Why? Unless there is no 100% cooldown it would completley destroy the way of leveling in my opinion. There shouldn't be level 60 Knights with 100 % cooldown reduction because it simply makes it way to easy for them to level up in places where they shouldn't be.
And i hope you keep the Server at least as basic as possible. Titles like "Look at me i got hitrate LUL", "me n00b hahah =))" are just dumb and just seeing those things would make puke and not even get me to play a Server. (Examples -> Secret Desire, Royal and so on)
There are ways to do make 'good' titles, Asgard did a great job when it comes to this.
Some more informations to Server would be great. Things like Cooldown Reduction,they way how to leveling (If Quests are totally useless or maybe even good to gain some exp), if non cash players have a chance to get some cash items except for buying them on the market all those kind of things.
