Hallo, weiß einer wie man seinen Account auf russisch payment einstellt? So das man am günstigsten Uridium bekommt?

Russisches VPN an -> Account registrieren -> fertig.

wenn der einmal deutsches paymetn hat, wird er das auch für immer beibehalten.

Does russian payment change back to normal if i pay with Paysafecard bought in other state? Which methods are safe to use? And is venezuelan payment still working too?

If i remember correct, russian payment does not have psc at all in payment methods(and no, rus payment doesnt change at all, its permanent). And its pointless to go for venezuelan as its not cheap anymore.

Russian payment is permanent Yes, alao you Can use psc If u Press the xsolla tab In payments :)
