#updateWhile I haven't added any new content to the start post for quite some time, I kept gathering ideas for possible rank reworks, ending up with most of them either being a bit overdone or needlessly complicated; I guess the "creative hub idea" is already unlikely to happen like that. Now I broke things down to the basics and tried to figure out something simple which could potentially be fine for everyone (except inactive current Level 2 and Level 3 members).
Disclaimer: This is just a suggestion and after reading most of your feedback the major issue besides loosing the private platform for your information exchange, seems to be the worry of the ranks being flooded with tons of new members—which was never intended in the first place. I'm also not trying to take anything away from anyone, I just want to modernize something a bit outdated and make it accessible for more people, which again doesn't mean that everyone will be able to get to the point of ever being a Level 2 or even Level 3 member.
In order to become a Level 2 member you need to be an active part of the elitepvpers hacking community who has obtained extensive knowledge about gamehacking and shared a variety of his self-made hacks and tools with the gaming community. If you meet the requirements and seem trustworthy, chances for you to be added are quite good. Level 3 is a bit more tricky since it requires some outstanding knowledge, and since you can't officially apply for it. Anyway, with gamehacking being less and less relevant for epvp especially considering that there are better sources, and the fact in mind that most of the Level 2 and Level 3 members are inactive or to be precise not actively contributing anymore, I don't see a reason why to not think about reworking this rank. The two most mentioned worries were losing the private forum / sharing its contents with non-hackers, and the rank being overrun by new members. First of all, I'm not even sure if the content of the private Level 2 and Level 3 forums is an actual hurdle in this discussion—you could simply move the contents in a private group for those guys. And the rank being flooded with loads of new members was never a thing I actually considered.
The suggestion of promoting gamehacking on epvp once more so that the ranks would have a meaning again is theoretically a nice thought, but somewhat impractical in this discussion. If anything, I would say that such a statement perfectly illustrates the current state of Level 2 and Level 3. I guess even if someone would find a way to make gamehacking prominent on epvp again, you would still have to make adjustments to these ranks to make them fit to this new era.
Overall I would say that lately the trend has changed to including and honoring active members who positively contribute to this forum rather than keeping everything the old fashioned way. The Community Manager came back, the Guardian rank was reworked and the slogan "MAKE EPVP GREAT AGAIN" arose, to just mention some of the recent events. While this spirit hasn't reached every part of this forum yet, changes become more and more noticeable. A rework of Level 2 and Level 3 could be next on that list.
Empty the Level 2 and Level 3 forums moving the content into a private group:
Since it's considered a huge no-no to share the content of the private Level 2 and Level 3 forums with outsiders (non-hackers), existing content will be transferred into private underground user groups. Existing Level 2 and Level 3 members will be added to their respective group. It would be a little downsizing compared to having your own forums for your stuff, but overall that seems like a decent compromise.
Clear up existing members:
Similar to other user groups I would expect members to be an active part of epvp especially considering that both ranks come with benefits others have to pay for; though having a private forum is nothing you can buy so far. Therefore, I would go through the list and take a look at who is still active or at least paying a visit once in a while. Being inactive for a long time most likely means that you no longer intend to be an (active) part of this community, so there's no reason in keeping something you won't use anyway. However, reapplying in case of a comeback would be totally fine.
Who can apply and requirements:
I would like to see Level 2 and Level 3 being ranks for contributors and awesome content creators—basically carrying on the core spirit since their creation. I would allow any member who meets the requirements to apply, including staff members, except Administrators since they are more project leaders and can access the benefits of such a rank either way.

I would also like to keep the exclusiveness and the rarity of these ranks which is why it shouldn't be anywhere near as easy to become Level 2 or even Level 3. To give you an impression on what I mean, I'll give you a few possible examples of accepted and refused applicants (except for gamehacking applicants).
I would somehow like the idea of having a Level 2 and a Level 3 leader, who also moderate the private forums—so basically turn them into user groups similar to Guardians. The respective leader should then decide in cooperation with the Administration.
What the new Level 2 and Level 3 rank would be all about:
Essentially, they would stay the same except being more active and integrated in the forum. If epvp would be an MMORPG Level 2 would be a cool legendary, and Level 3 the awesome one. I would see it as an optional goal you may achieve during your epvp career. An extra Discord channel, a new badge, a new name color, your own private forum, glory and honor—that's about it. While some like such things, others don't really care about them at all, but that's life I guess.
Oh, and before I forget: The examples above only show (content) team members. That shall not mean that only team members would be able to achieve Level 2 or Level 3 but it's likely that someone who intends to spend a lot of time into epvp and contributes a lot will join the team sooner or later.

- The user must have a history of excellent forum contributions for the benefit of elitepvpers and its community.
- The user must be outstandingly helpful in favor of other members.
- In case of a declined application the user must wait six months before reapplying.
Level 3 requirements:
- The user must be registered for at least three years.
- The user must meet the requirements for Level 2.
- The user must be a Level 2 member.
- The user must have a history of outstanding forum contributions for the benefit of elitepvpers and its community.
- In case of a declined application the user must wait one year before reapplying.
