All you need to do is head to Action3DEffect.ini then to add the effect you need to type in 999.999.xxx.xx0=effectname the x's should be the item's ID. For example the item ID is: 194219, then it should look like this 999.999.194.210=effectname. Do keep in mind though that you need to replace the last number of the ID with a 0.
As far as the effects go, you just need to find the effect you want in 3DEffect.ini then paste the exact name of the effect and it should work.
