Basically, there are 2 types of private servers: normal and PVP (instant max level, FB items in NPC).
But from what I've noticed, PVP servers aren't really PVP, or maybe my definition of PVP differs from others'.
But anyway, in those so called PVP servers, all the buffs that benefit other PT members are disabled, such as pain quota, physical and magical fence, str and int, bard tambours and dances. As result, those servers are basically "1v1-only" servers.
I wonder why there is/was no real PTPVP servers. The concept is the same: instant max level, FB items in NPCs for free, but primary focus is switching to party vs party activities - battle arena, job wars, party survival arena (if able to implement), and so on. With everyone having the same items, player skill and team play are things that become decisive.
To keep such server running, donators can get somewhat better items, sure, but it won't be a big problem for a well coordinated team.
I don't understand why no one (as far as I know!) asked for such a server. There would be no "new players catching up" problem at all. But instead, people prefer to play servers where they: bot for level up, bot for items, bot for elixirs and alchemy stones, alchemy with bot as well (!!). If most are not even playing the game unless it is PVP, there shouldn't be a problem about getting level and items instantly. Or they extremely rely on equipment advantage because player skill is... uhmm... absent?
I want to know what are actual reasons.
