You can do that yourself without extracting anything. Chose which city you want to edit, and make a folder for it. For TC you would make
\data\map\puzzle\newplain\ ;
If you look in ani\xxxxxx.ani, it shows you all the DDS files that make up a city. You just need to make enough files to match. Try it on a small room forst like the stable, its only 20 .dds files. (Well, 19, one doesnt exist, because its just blackness. Its a 5x4 grid, and 001.dds goes in (1,1), 2 goes in (1,2), 6 goes in (2,1). The missing one is 15.dds, the black square form the bottom left.
You can put something in that square if you want. You just need to make a file for it, and edit the \map\puzzle\xxx.pul file to show a certain texture.
