You should try to see what you can do via hex-editing , this method was also used with NFS Carbon to add some hidden vinyls.

Any hex editors lets you edit binary files on a byte by byte level. (which is what is hex editing)
Unless you really want to design a program for such a limited use...

I use XVI32 just cause it's convenient and portable (except when I open a file over 2 GB). Great for reading values from files too.

I have seen people use Cheat Engine to edit files too... but it's really designed for, cheating (editing memory addresses)

dunno i think you may have a problem with this in the fact that the graphic for the game would only show 40 even if you make it more they probably wont show, you would actually have to add each slot position on screen and add the image for the slot coz you wont be-able to come back and edit that slot...

what i would suggest is trying to copy two or more vinyl jobs on the same type of car an copy and paste the necessary parts of a file into the other and layering them somehow that way so that it ends up the way you wanted it...

Adding too many may cause it to error but you should try that, their is a part in a file that says the amount for these slots but I'm pretty sure someone already said changing that doesn't work... but yea putting the vinyl's strait in the file should work but yea you will not be-able to edit their position etc, well not without using other software I believe...
